The design of adoptive model to accreditation of integrated management agricultural extension, education & research system in Iran

Abstract
The linkage between research, education and extension in Iranian agriculture is one of the main challenge for the transformation of technology. In fact research, education and extension are the similar parts in agricultural sector, where, their activities are in a organization framework. They have common aims and objectives. If one can take into the consideration only one side of management system in research, education and extension, that will be the connection between education, research and extension, where, this research work is going to add contribution for the linkage in the shape of assimilation management for TAT. participating group in this research work were 209 persons. Who are the experts research management, trainers in all centers, officers and educations centers, all of the extension and land holdings officers in various provinces this research were consist of two stages: in the first stage quality research methodology using interviews techniques group and includes with sample research information were collected. Making contexts with title of research and making context models which effects assimilating management in TAT with two views: reformist and radical. Latter with a continious study of materials and using finding studied the situation of activities in TAT organization during 12 years in socio-economics plans of first, second and third by having interviews with experts and managers of TAT organization. Than by using evaluation techniques the inside environment of TAT(weakness & strength) and also out of side environment of TAT during the development plans were taken into consideration in the next stage findings which were gathered in total 200 variables in questionar were planed to study. The qualitative result of the research shows that out of 20 variables that were in working situation and had effect on TAT assimilating management. Projects planning for research based on extension needs with mean degree of 4.26 and project with mean degree of 4.14 and programs of on – farm research by having groups had higher primary. Classification of these variables in three shape FSR/E, T&V system and general extension approach shows that, the variables were in three methods, T&V, FSR/E and general extension approach shows participation groups agree with on-farm research FSR/E more than other ways. To study the gap between the present situation and future expectation around TAT by the help of paried T-test shows that even with meaningful attachment towards 5 transformation factors (reforms in that organization structural, needs of TAT network, reforms in that management and beuraceracy system, adjustment and apply services and technology, obstacles TAT) one must witness 8.60 percent growth rate in complicating decision making system. Out of 16 hypotheses only 4 hypotheses had negative results. The others had positive results. They had meaningful correlations reviewing six group of participation in research for the privitization. They are agree with research and education privitization rather than extension. Changes in organizational stage also we studied, from the two view points: vertical separation and creation of middle management. The result was that, generally they accept experts activities more than others. The conclusions of views around the effectiveness of research results for three years shows that the idea of this groups during(1378-1380) almost 15.2 percent of research results were transferred to farmers, 17.9 percent were transferred to journals and 18.8 percent were transferred to experts usage.
The view points for TAT management 7 factor were recognized which are as fallows: 19.40 infrastructure and organizational reforms. 17.68 percent needs of TAT Network, reforms in management system 8.13 percent, application and new services 4.55 percent, removing obstacles of buracracy 4.27 percent, identification of target group of TAT3.9 percent, renewing policy and strategic of TAT 3.10 percent, also the regression results and viewing TAT management shows that the total variables in regression equation shows almost 69 percent of model change in management.

factors viewing which effects the place of assimilation management of TAT were 3 main factors, that determinate totally 56.2 percent of variance. These factors were named:
1- reforms mechanism
2- works related to root and radical mechanism
3- works in middle for giving value to assimilating management.
The results of regression variables and study of reforms for assimilation management shows that total variables in regressions almost 92 percent of changes for structural needs of TAT management. In this model also factors like planning for infrastructure with total effect of 0. 339 reforms in office level and the combination of TAT workers 0. 206 , reforms for structure organization 0. 615, planning reforms 0. 615, reforms for budget and credit 0. 158 and the rest was 0. 536. the review of stopping forces factors for assimilating management of TAT were 6 factors and stopping factors were7, all are expressed largely in this research
